Judge's Arguments:

The rules in their present state (which is admittedly slightly different
from what it was when this CFJ was submitted, but not in a way to change the
outcome of this judgement), use the word 'deny' about ten times. In none of
these cases the word appears in connection with casting votes. I think that
is sufficient reason to judge the statement false, which I do.
