Judge's Arguments:

As has been pointed out by Steve, Agora does not fit any definition
of "nation" that I am aware of, making the first half of the above
conjunction false.

The second half of the conjunction is more interesting, so I'll have
some fun ad dressing it anyway.  It seems to me that Agora itself
is not the kind of entity that can be said to be bound by any laws.
So I would be inclined to consider that portion true. Of course,
this does not prevent the individual Players from being bound by
the laws of existing States.
