Rule 2156 (Voting on Ordinary Decisions, Power-2) reads:

      The voting limit of an eligible voter on an ordinary decision is
      eir caste at the start of its voting period[...].

There was some controversy related to a previous scam over an attempt
to increase voting limit despite this clause, and it was ruled that
the increase succeeded, but in that case the Rule attempting to
increase it had Power 2 and a lower ID number than Rule 2156, and so
took precedence.  In this case, Rule 2156 takes precedence over Rule
2260 (The Deck of Government, Power-1), and defines the voting limit
as eir caste at the start of the voting period, etc.  This is an
immutable quantity, so the voting limit cannot be changed by a
lower-Power rule.  FALSE.
