Caller's Arguments:

Rule 2314 states "Movement on the list is Secured" (at power 2).
The CFJ statement text is part of R2316 and is power-1, so it
should be blocked from functioning by the security, as when someone
leaves the list to become speaker, everyone below em moves up.

Alternatives, for example that the vacated spot remains "blank" and
no-one moves up, are not allowed by the definition of the list as
being an ordered list of current players sans speaker.

(This may actually work in the isolated case that the new pope in
question is on the bottom of the list, if and only if "adding and
removing" does not count as "movement on the list".)

I agree with the caller's arguments, at least for the general case. The scope
of this CFJ does not extend to eir specific case. FALSE.


Gratuitous Arguments by omd:

By that argument, I could add to Rule 2324 that whenever anyone votes
AGAINST such-and-such, Rule 2324's power is set to 3... then voting
AGAINST is blocked due to security.

Or, on the flipside, I could write that whenever anyone uses
Cleanliness (or any other action defined by a Power-3 rule), Rule
2324's power is set to 3, and it would work.
